FSSAI License Registration 2026: Don’t Apply Until You Know These New Rules

FSSAI License Registration 2026 brings key changes for food businesses, including updated thresholds, eligibility, fees and perpetual validity.

Introduction

FSSAI License Registration 2026 comes with important regulatory changes that food businesses need to understand before applying. The updated framework brings revised turnover thresholds, changes in registration and licensing requirements, and perpetual validity for eligible FSSAI registrations and licences.

This guide covers the latest FSSAI registration rules, eligibility, types of registration and licences, required documents, online application process, fees, validity, and common mistakes. It provides a clear overview to help food businesses choose the appropriate FSSAI category and follow the correct compliance process.

What Is FSSAI Registration

FSSAI registration is a mandatory 14-digit identification number issued by the Food Safety and Standards Authority of India that legally authorizes a person or business to manufacture, store, transport, distribute, or sell food products in India.

FSSAI registration is the regulatory registration applicable to eligible food businesses under India's food safety framework. It is not the same as an FSSAI licence.

A smaller food business may fall under registration, while a larger business or one falling under specified licensing categories may require a State or Central Licence.

The governing framework is primarily the Food Safety and Standards Act, 2006 and the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011, as amended.

Types of FSSAI Registration and License

The revised thresholds became effective from 1 April 2026.

Basic FSSAI License

The term Basic FSSAI License is commonly used for the approval applicable to smaller food businesses. Technically, FSSAI uses the term Registration for this category. It may apply to smaller food manufacturers, retailers, hawkers, restaurants, and other eligible food businesses.

FSSAI State License

An FSSAI State License generally applies to businesses covered under the State License scheme. Under the revised 2026 framework, this includes businesses with turnover more than ₹ ₹ 1.5 crore and up to 50 crore, subject to applicable criteria.

FSSAI Central License

An FSSAI Central License applies to businesses falling within the Central License category.

Under the revised threshold, businesses with turnover above 50 crore fall within this category, along with businesses requiring Central licensing based on specified regulatory criteria.

Who Needs FSSAI Registration or License

The food industry businesses that fall under the FSSAI umbrella can consist of the following:

  • Manufacturers of food products
  • Restaurant chains
  • Cloud kitchens
  • Catering services
  • Food distributors
  • Distributors and suppliers
  • Food storage businesses
  • Food transporters
  • Importers of food products
  • Other covered Food Business Operators

FSSAI registration eligibility depends on the actual food business activity and applicable criteria, not simply whether the business is a proprietorship, partnership, company, or LLP.
