There is one price per panel per slab, published with its time, and it applies to every buyer at that moment. A trader and a project owner ordering the same quantity of the same panel on the same day pay the same rate. Below the smallest slab on a panel we do not supply direct.

If I order 3,250 sqm, is the extra 250 sqm billed at a different rate?

No. The whole 3,250 sqm is billed at the 3,000 sqm rate.
