If institutional knowledge exists only with one senior official, such changes can create confusion and delays. A capable deputy can provide stability during these periods because the deputy is already familiar with ongoing projects, staff responsibilities, procedures, and unresolved issues. When a senior leader is temporarily absent, the deputy may also perform authorized duties to prevent routine work from stopping. This continuity is especially important in public administration, where citizens and organizations often depend on services being delivered regardless of changes within the administrative hierarchy.
